Background
Measurement and metrics play an important role in software development – they are one of the cornerstones making it an engineering discipline and they support working with customer data.
The use of software measurements dates back to the beginning of the discipline of software engineering and has evolved together with it from measurements of software properties to the measurement of both software and process properties and the measurement of customer behavior. In 2002 one of the important standards has been introduced in the area of software measurement – ISO/IEC 15939 (Software measurement processes) and has been revised in 2007 to include systems engineering (Software and systems engineering – measurement processes). This standard prescribes the processes of measurement collection alongside the definitions of basic vocabulary of metrology within the field of software engineering.
Recently the ISO/IEC 25000 series of standards (Software Quality Requirements and Evaluation, SQUARE) has been introduced to improve the measurement of software quality, partially aligned with the metrology definitions of ISO/IEC 15939. The SQUARE series of standards will influence the modern ways of working with software measurements as they define quality processes, traditionally related to measurements.
At the same time the use of measures in software engineering moves from data collection to using the data (in particular the customer data) to drive decisions on product development and deployment, and support new features development.
In the light of these developments we would like to collect the recent advancements in the field of software measurements and measurement programs in industry and in academia. In this special issue we would like to gather researchers and practitioners in order to share best practices related to these standards and advancements in the field.

In this special issue we solicit papers that describe innovative research in the area of software measurements and measurement programs. We welcome papers which contribute with sound theories, empirical studies and experience reports. The set of topics of interests are (the list is not limited to):

- Software productivity and efficiency measurement
- Software innovation measurement and measures

Submission Information
The Editor-in-Chief and the Guest Editors will make the final decision to accept or reject a submission based on the journal review process. Submissions must be written in English and submitted according to regular standards of the journal (including having structured abstracts) via the http://ees.elsevier.com/scico To ensure the manuscripts are correctly submitted to this special issue, please select “SI: software_measurement” as the “Article Type”. Authors should aim at papers of approximately 25 pages following the instructions available at the journal website. The submissions must not be published or submitted for publication elsewhere.
