Welcome Message from the Organizers
It is a great pleasure and honor to invite you to the IEEE International Conference on Systems, Man, and Cybernetics (SMC), the flagship conference of the IEEE SMC Society. SMC 2023 will be held on October 1–4, 2023, at the Hyatt Regency Maui Resort and Spa on the beautiful island of Maui, Hawai’i. This year’s theme is “Improving the Quality of Life’. The conference will provide a stimulating forum for researchers, educators, and practitioners to learn, share knowledge, report the most recent innovations and developments, and exchange ideas and advances in all aspects of systems science and engineering, human-machine systems, and cybernetics. In addition to technical sessions, SMC 2023 will hold keynote addresses, tutorials, workshops, panel discussions, forums, exhibits, and receptions to enrich the fruitful discussions among conference attendees. We will do our best to make this event an intellectually stimulating and enjoyable experience.

Other events beyond the regular technical sessions will enrich the meeting.

Please also consider contributing to the special sessions and workshops that will be organized. Many of these are to be proposed. Some are becoming a tradition. One of our great successes has been the Workshop on Brain-Machine Interface (BMI) Systems , now at its 13th edition. With the support of IEEE Future Directions we organize the third Workshop on Telepresence. Finally, also with support from IEEE Future Directions we will start a Workshop on Telexistence in Virtual Worlds.

There will also be a Forum of Women in Engineering, a Forum on Future Directions and our traditional Presidents’ Forum. A Joint SMCS-INCOSE panel: ‘Seeing and Building the Future of Systems Engineering’ is also confirmed, with participation of the top executives in INCOSE and SMC Society.

We will have a small on-site exhibition and a larger Virtual Exhibition this year. There will be also some tracks that will be held online only.

SMC 2023 will thus be hybrid. We encourage in-person participation in Maui, but at the same time, will will transmit live and will support virtual participation, in real time and in delayed time to match all time zones. There are many benefits of being able to attend a conference in person, among the top being the ability to interact better with fellow researchers, to network, and establish collaborations, in an environment that is conducive to detachment from routine activities and immersion in science and technology, that fosters creativity. Nonetheless, travel restrictions, inability to obtain funding, or health considerations are among top causes that may prevent in-person attendance. Our aim is to get the best papers, and do the best to accommodate the authors to attend in their best way for them.
