Evolving security threats pose new requirements to intelligence approaches and capabilities, while technological developments provide opportunities to both friend and foe. Intelligence and security services try to capitalize on accessible technologies and to increase their reach, speed and depth of knowledge on actual and potential adversaries, while protecting their information, sources, and capabilities.

The nature of intelligence, along with the high level of sensitivity, pose significant challenges to the governance of intelligence and security services, including democratic parliamentarian and executive oversight, transparency, accountability, and protection of citizens’ rights. To reflect on these challenges and address the evolution of organizational, procedural and technological aspects of the functioning of intelligence and security organisations, the I&S Editorial Board is announcing this Call for Papers. We will welcome contributions on methods and tools for:
•Definition of requirements to intelligence and security services
•Support to the development of intelligence capabilities
•New challenges posed by the ubiquitous digital world; maintaining awareness in big data
•Training of intelligence and security services’ personnel
•Measuring results and performance of intelligence and security services

Of particular interest are original works on:
•Treating uncertainty in the development of intelligence and security organizations
•Foresight-based decision making
•Approaches and techniques to facilitate interagency and international collaboration
•Symbiosis between intelligence and the cyber world
