This conference aims to provide an interdisciplinary forum for discussing how digital infrastructures, regulatory frameworks, cybersecurity challenges, and state practices reshape public authority in the digital age. The event welcomes theoretical, empirical, comparative, and policy-oriented contributions that examine the evolving relationship between digital governance and security, with particular attention to the balance between state power, fundamental rights, technological development, and social resilience. Contributions addressing different national and regional approaches, innovative conceptual frameworks, and regulatory responses are especially encouraged. Participation in the conference may provide an opportunity to further develop research for journal submission; however, conference participation does not guarantee publication. Submitted manuscripts must successfully complete the journal’s peer-review process, and publication is subject to the applicable article processing charges (APC). Submission Information Abstracts should be submitted in English and should not exceed 500 words. Submissions are expected to present the topic, research question, analytical approach, and expected scholarly contribution of the proposed paper. Please send abstracts to cyberfare.state@gmail.com by 1 August 2026. Notification of acceptance will be sent by 15 September 2026. The conference language is English, and the event will be held online on 18 November 2026.
