2nd Conference on Linguistic Diversity and Natural Language Processing (DiLiTAL 2019)

The aim of DiLiTAL'2019 conference is to promote Natural Language Processing (NLP) in a multilingual context and to sensitize scientific community of the stakes and obstacles besetting the processing of Poorly Endowed Languages (PEL). The conference seeks also to show the interest of creating generic tools to treat a very large number of languages, while identifying the specific needs of each language. Through this 2nd edition, we would like to give researchers interested in natural language processing the opportunity to present the various methods and techniques deployed to inject some dynamism into the construction and sharing of resources and to ease knowledge and know-how transfer.

We invite authors to submit high-quality research papers describing significant, original, and not previously published results in any of the following Topics, in any of the official DiLiTAL languages: English and French.

DiLiTAL conference will focus on the following points:

1. Resources and corpus: production, standardization and archiving
This point aims to unravel the current and future efforts invested in collecting and structuring both specialized and general PEL language data. Special interest will be given to the issues of accessibility and portability of linguistic data, phenomena that happen to be insuperable problems in the works on PEL. From the foregoing, it emerges that participants’ contribution to open source creation is particularly appreciated and welcome.

2. PEL processing tools
Questions in this second point concern the relevance of using existing tools for PEL, and how these tools get around multilingualism. In fact, NLP, ever since the emergence of UTF-8 (Unicode), has developed the ability to diversify its field of action research, making the processing of other languages than those called "majority" (and well endowed) possible.

3. Social, cultural and ethical questions
DiLiTAL will also be an opportunity to think of the possibilities of cross-border cooperation with an eye to encouraging experience exchange and injecting some dynamism in NLP research in countries where PELs are attested. It is also important to address the ethical dimension of collecting, archiving and processing linguistic data, which are anchored in a whole range of social contexts. Importantly, the codes and customs of these social contexts are unknown or are at odds with the codes and traditions of researchers.

4. Return of experience
Any contribution that gives a handle on experiences of PEL processing is welcome and appreciated. The synthesis reached by researchers having worked on this sort of problems will enable us to enrich the epistemological reflection necessary for the setting up of tools, and will help to overcome the framework of one particular sort of languages.

IMPORTANT DATES

October 15th, 2019: paper submission deadline;
October 30th, 2019: notification of acceptance;
November 10th, 2019: camera ready;
December 16th-17th, 2019: the conference venue.


SUBMISSIONS

The participants are invited to submit 6 to 10 pages papers presenting experiences or original research work related to the topic of the conference. The papers should respect the conference style sheet and be submitted online at: http://event.ircam.ma/dilital/soumission.php The official languages of the conference are French and English.

La conférence DiLiTAL’2019 se donne pour objectif de favoriser le traitement automatique des langues dans un contexte plurilingue et de sensibiliser la communauté scientifique aux enjeux et aux difficultés rencontrées dans le cas du traitement des langues peu dotées (LPD). Elle cherche aussi à montrer l’intérêt de créer des outils génériques permettant de traiter un très grand nombre de langues, tout en identifiant les besoins spécifiques à chaque langue.
A travers cette 2ème édition, nous souhaitons donner aux chercheurs qui s’intéressent au Traitement Automatique des Langues (TAL) l’opportunité de présenter les différentes méthodes et techniques utilisées pour dynamiser la construction et la mutualisation des ressources, ainsi que le transfert des savoirs et des savoir-faire.

Nous invitons les auteurs à soumettre des articles de recherche de haute qualité décrivant des résultats significatifs, originaux et non publiés auparavant, dans l'une des langues officielles de DiLiTAL : Anglais et français.

Les travaux de recherche qui seront présentées dans cette conférence
s’intéresseront à l’un des axes suivants :

1. Ressources et corpus : production, standardisation et archivage
Cet axe ambitionne d’explorer les initiatives actuelles et futures qui ont pour but de collecter et de structurer des données langagières (spécialisées ou généralistes) des LPD. Un intérêt particulier sera accordé aux questions d’accessibilité et de portabilité des données linguistiques qui s’avèrent être des problèmes majeurs dans les travaux consacrées aux LPD. Par conséquent, les contributions concernant la création des ressources open source seront particulièrement appréciées.

2. Outils pour le traitement des LPD
Les interrogations de ce second axe portent sur la pertinence de l’utilisation d’outils existants pour les LPD et sur la manière dont ils gèrent le multilinguisme. En effet, depuis l’arrivée d’UTF-8 (Unicode), le TALN s’est doté de la possibilité de diversifier son terrain d’action-recherche, permettant de traiter d’autres langues que celles dites « majoritaires » (et bien dotées).

3. Questions sociales, culturelles et éthiques
DiLiTAL sera également une occasion d’examiner les possibilités de coopérations transfrontalières pour encourager l’échange d’expériences et dynamiser la recherche en TALN dans les pays où les LPD sont en usage. Il est important d’entamer une réflexion concernant des aspects éthiques de la collecte, de l’archivage et du traitement des données linguistiques qui se trouvent ancrés dans des contextes sociétaux où les codes et les mœurs sont méconnus ou sensiblement différents de ceux du chercheur.

4. Retours d’expérience
Les contributions qui mettent en lumière des expériences de traitement des LPD seront particulièrement appréciées. La synthèse d’expertises acquises par des chercheurs ayant participé à ce genre de travaux permettra de nourrir la réflexion épistémologique nécessaire au développement des outils pour dépasser le cadre d’un seul type de langue.

30 octobre 2019: date de notification;
10 novembre 2019: date limite d’envoi des versions définitives;
16-17 décembre 2019 : date de la conférence.

Modalités de soumission:

Les participants sont invités à soumettre des articles de 6 à 10 pages présentant des expériences ou des travaux de recherche originaux en rapport avec les thématiques de la conférence.
