Telecommunications are at the heart of the social revolution and have been attracting ever-increasing attention from researchers in both academia and industry. Although both communities have been making outstanding contributions to communications, frequently, they are unaware of the capacities, expertise, and challenges faced by each other.

As enabler of global interoperability, standards play a key role in the success of the communications industry. Moreover, since standardization is inherently a social activity, it is a perfect environment for promoting technologies that will evolve an increasingly information oriented society. The importance of standards to the work and careers of communications practitioners motivates the creation of the IEEE Conference on Standards for Communications & Networking.

IEEE CSCN will meet the needs of a broad range of individuals including: university or industrial researchers, industry practitioners, business entrepreneurs, marketing managers, compliance/interoperability specialists, social scientists, regulators, intellectual property managers, and end users. The conference will serve as a platform for presenting and discussing standards-related topics in the areas of communications, networking and related disciplines.

One of the major goals of IEEE CSCN is to close the gap between researchers, scientists, and standards experts from academia, industry and different standardization bodies, to provide a forum for discussion and exchange of ideas and information among them, and to facilitate standards development. IEEE CSCN also aims at facilitating cooperation among the key players. An additional goal is to provide a venue for meaningful dissemination of “pre-standards” technological developments that are likely to drive future and emerging standardization. Moreover there is a clear need to provide opportunities for a closer understanding and collaboration across the various SDOs, catalyzing development of more compatible standards, which should in turn lead to more efficient and effective global communication systems.

IEEE CSCN will deliver high quality technical as well as visionary papers, which will be reviewed and selected by an international technical program committee (TPC) representing both academia and industry, with a strong standardization background. Topics of interest include, but are not limited to, enhancements to existing systems and communication protocols developed by standards bodies such as ITU-T, IEEE, IETF, 3GPP, ETSI, OMA, Broadband Forum, Metro Ethernet Forum, oneM2M, ONF, among others. Visionary papers on hot topics, such as Advanced 5G Radio Access and Network Infrastructure, Converged Access Networks, Optical Networks, Twisted Pair and Coaxial Access Networks, Software Defined Networks and Services, Network Functions Virtualization (NFV), and other works in progress being currently discussed by the standardization bodies will be included. The conference will also solicit papers on the relationship between innovation and standardization, technology governance of standards, the history of. standardization, tools and services related to any or all aspects of the standardization lifecycle, and compatibility and interoperability, including testing methodologies and certification to standards.

IEEE CSCN 2015 will take place in Tokyo, Japan between 28 and 30 Oct; immediately preceding the 94th IETF meeting that will take place in the nearby Yokohama, Japan. All submissions have to comply with IEEE’s guidelines. Initial submissions for review are limited to seven (7) pages. Only timely submissions through EDAS will be accepted for review. Camera-ready papers should not exceed six (6) pages including figures without incurring additional page charges (maximum 1 additional page with over length page charge). To be published in the IEEE CSCN Conference Proceedings and to be eligible for publication in IEEE Xplore®, an author of an accepted paper is required to register for the conference at the full (member or non-member) rate and the paper must be presented by an author of that paper at the conference unless the TPC Chair grants permission for a substitute presenter arranged in advance of the event and who is qualified both to present and answer questions. Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper. For authors with multiple accepted papers, one full registration is valid for up to three papers. Accepted and presented papers will be published in the IEEE CSCN Conference Proceedings and submitted to IEEE Xplore® as well as other Abstracting and Indexing (A&I) databases. The conference’s best papers will be recommended for publication at the IEEE Communications Magazine's supplement on Communications Standards.

IEEE CSCN will also include several panel sessions and keynotes focusing on the broad issue impacting standards directions in the telecommunications sector. This will supplement technical sessions comprising of peer reviewed presentations from industry and academia with significant telecom standardization experience. Tutorials on topics of critical interest across multiple SDOs will be also considered. IEEE CSCN will also accommodate special industry sessions, allowing companies to explain their latest offering that embodies some specific new standards.
