The IEEE International Humanitarian Technology Conference (IEEE IHTC) is an interdisciplinary conference series organized by IEEE Region 7 (Canada), IEEE Region 8 (Africa, Europe, and the Middle East), and IEEE Region 9 (Latin America and the Caribbean). IEEE IHTC 2023 will be hosted at Corales de Indias Hotel (Cartagena, Colombia) on November 1‐3.
Stakeholders from the public, private, education and research, and societal sectors around the world are invited to submit their contributions focused on showcasing challenges, success stories, lessons learned, case studies, and technological innovation related to achieving the United Nations’ Sustainable Development Goals (SDGs), ICT4D, and the application of Humanitarian Technologies (including Disaster Relief and Disaster Recovery). Submissions are invited for Interactive presentations or Oral presentations (proof of concept and mature results) to facilitate the diversity of stakeholders who wish to contribute and have valuable experiences and perspectives to share. Submissions will be assessed for quality, relevance, and potential or actual impact. Presenters and delegates alike will enjoy the opportunity to share insights and build relationships with like-minded individuals, organizations, and stakeholder groups around the world. All the submissions should include results that have not previously been published and have not been submitted to another conference or journal. Also, it is important to remark that all submissions will undergo a Plagiarism Check before being assigned for blind peer review by members of the Technical Program Committee (TPC). In partnership with IEEE Latin America Transactions, the papers with the highest quality will be invited for publication in the journal. All accepted papers must be presented, which is mandatory to be published in the conference proceedings or in IEEE Latin America Transactions. Paper Submission We invite authors to submit high-quality full papers reporting original and novel research results on all the above topics. Papers should be written in English, unpublished, and not submitted elsewhere. Full papers must be formatted as the standard IEEE double-column template (word, latex) and submitted exclusively using the link found on the web page https://2023.ieee-ihtc.org/. A maximum of 7 pages are allowed for each paper, including all illustrations and references. Accepted and presented papers will be published in the IEEE IHTC 2023 Conference Proceedings and will be submitted for inclusion in the IEEE Xplore Digital Library. Additionally, selected papers will have the opportunity to be published in the IEEE Latin America Transactions. Please note that papers chosen for publication in IEEE Latin America Transactions will not be included in the IEEE Xplore as part of the IHTC proceedings. All authors invited to the journal will be required to undergo a second round of the peer review process, where they address all the criticism raised in the initial revision round. After this second round, the paper could be finally accepted to the journal, or it can be solely published in the IHTC proceedings. The authors invited to publish their papers in IEEE Latin America Transactions agree to follow the Instructions for Authors of the journal. Technologies for: + Poverty alleviation, ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (SDG 1, 2) + Effective management of refugees, sustainable (re)settlements, and integration. + Ensuring healthy lives and promoting well-being for all at all ages (SDG 3). + Combat climate change and its impacts (SDG 13). + Specifically assist in disaster mitigation, management, relief, and recovery. 2. Technologies to ensure: + Inclusive and equitable quality education and promoting lifelong learning opportunities for all (SDG 4). + Availability and sustainable management of water and sanitation for all (SDG 6). + Access to affordable, reliable, sustainable, and modern energy for all (SDG 7). + Make cities and human settlements inclusive, safe, resilient, and sustainable (SDG 11). + Humanitarian and sustainable engineering programs, educational technologies, course material, and curricula (SDG 4). 3.
