Third Call for Papers and Deadline Extension
CLEI 2023 - Latin-American Informatics Conference
October 16 to 20, 2023, La Paz, Bolivia
https://umsa-2023.clei.org/

The Latin American Informatics Conference (CLEI 2023) welcomes submissions of papers that rigorously report novel theoretical and/or practical results that advance the state of the art, or applications or case studies, within Computer Science. CLEI 2023 will be in La Paz, Bolivia, from October 16 to 20, 2023; the final day is also the anniversary of the city founding in 1548.

The CLEI conferences have been run since 1974 by the Latin American Center for Informatics Studies (CLEI, www.clei.org), and are the main Latin American space for the exchange of ideas, experiences, results, and applications among researchers, teachers, and students of Informatics and Computer Science. It is ranked by CORE (www.core.edu.au) and indexed by Scopus. CLEI 2023 will include scientific talks, workshops, tutorial courses, and panels. Its associated events are the Latin American School of Informatics (ELI), the Latin American Contests of Master's Theses (CLTM) and Doctoral Theses (CLTD), and the Latin American Women Computing Congress (LAWCC).

** IMPORTANT DATES
- Deadline (hard) for ABSTRACT submission: Sunday, May 7, 2023 (AoE)
- Deadline (hard) for PAPER submission (with abstract submitted): Sunday, May 14, 2023 (AoE)
- Notification to authors: Sunday, July 9, 2023 (AoE)
- Deadline for final version (Camera Ready): Sunday, August 30, 2023 (AoE)
- In-person presentations: between October 16 and 20, 2023 in La Paz, Bolivia

** TRACKS AND THEMES
CLEI 2023 invites submission of papers, with scientific-technical rigor, that address open problems, illustrating the conceptualization, design, construction, evaluation or application of techniques, methods, tools or systems, in any area of Computer Science. To facilitate the evaluation, we request that each submission be aligned with at least one of the following tracks:
- Software Systems: including (but not limited to) Software Engineering, Business Processes, Organizational Architectures, Computing Theory, and Education and Gender Issues on these topics.
- Intelligent Systems: Computer systems that emulate or augment human cognitive abilities, including (but not limited to) Artificial Intelligence, Data Science, Big Data, Operations Research, and Education and Gender Issues on these topics.
- Systems in Practice: computer systems deployed in the productive or social environment, including (but not limited to) Human-Computer Interaction, Education, Applications in industry/government/society, and Gender Issues on these topics.
- Computer Technologies: specialized technologies not covered in the other tracks, such as IoT, Blockchain, Cloud/Edge Computing, High Performance Computing, Fault Tolerance, Networking, Cybersecurity, Virtual/Augmented Reality, etc.; and Education and Gender Issues on these topics.

** SUBMISSION FORMATS
CLEI 2023 will accept three submission formats:
- Full papers: up to 10 pages, reporting completed or consolidated work; in particular, this type of work must include some type of validation.
- Short papers: between 3 and 5 pages, either (1) reporting work in progress or preliminary results, or (2) as a position paper proposing new areas or perspectives of disciplinary work.
- Journal first: articles already published, in 2021 or 2022, in an indexed journal, with topics relevant to CLEI 2023.

** PAPERS SUBMISSION AND SELECTION
- Language: Papers must be written in Spanish, Portuguese or English.
Submission: Papers must be sent via EasyChair (www.easychair.org/conferences/?conf=clei2023), indicating the relevant track.
- Format: (1) Full and short articles must be in PDF, using the IEEE conference format (www.ieee.org/conferences_events/conferences/publishing/templates.html); (2) Submissions to Journal First must include an abstract indicating (i) DOI, (ii) journal where the article was published, and (iii) its impact factor and quartile.
- Integrity: Authors of full and short articles must accept the CLEI Code of Conduct for Authors (www.clei.org/codigo-de-conducta-para-los-autores/). In particular, these articles must not have already been published or be under review in any other national or international conference or journal (but could be published as a preprint in an open repository). It is explicitly forbidden to include text generated by large-scale language models (LLMs), unless it is part of the experimental material in the work itself.

** REVIEWING PROCESS
Each submission will be reviewed anonymously ("single-blind review") by at least three members of the Scientific Program Committee, in accordance with the CLEI Code of Conduct for Reviewers (www.clei.org/codigo-de-conducta-de-los-revisores/).

Presentation of Articles: accepted articles will be presented in thematic sessions, consisting of 15-minute oral presentation for each article, plus a panel of 15-20 minutes for questions and discussion on them.

Publication and indexing: The CLEI 2023 Proceedings will be published by IEEE and will appear in the IEEE Xplore Digital Library (https://ieeexplore.ieee.org/), which is normally indexed by Scopus.
- Full and short articles: to ensure publication in the Conference Proceedings, each accepted article must: (1) have at least one of its authors registered as an author at the conference; (2) be presented in person at the conference; (3) adhere to the formatting guidelines and maximum number of pages; (4) incorporate the reviewers' recommendations for improvement.
- Articles "Journal First": will be included in the conference program and cited in the chairs summary, but not included in the proceedings, respecting the copyright policies of the journal where it was published.

** AWARDS FOR BEST ARTICLES AND SUBSEQUENT PUBLICATION
- Best Paper awards: The Program Committee will select one article from each track as a Distinguished Article (Best Paper).
- Extended versions: The Program Committee will recommend several articles for publication in one of the journals associated with the event, in which case the authors would need to submit an improved and extended version (in English) which will have to undergo a new evaluation process, specific to the journal.
- Journals associated with the conference:
CLEI Electronic Journal (open access, free, indexed by Scopus, LATINDEX, DOAJ, DBLP, etc) (www.clei.org/cleiej).
Additional journals in process.
