The 5th International Joint Conference on Rules and Reasoning (RuleML+RR 2021) is the leading international joint conference in the field of rule-based reasoning. Stemming from the synergy with the DecisionCAMP summit, which brings together leading decision management authorities, vendors, and practitioners, one of the main goals of RuleML+RR is to build bridges between academia and industry in the area of rule-based reasoning and applications.
RuleML+RR 2021 is part of the event “Declarative AI: Rules, Reasoning, Decisions, and Explanations” and is co-located with DecisionCAMP 2021 and the Reasoning Web Summer School.
RuleML+RR 2021 aims to bring together rigorous researchers and inventive practitioners, interested in the foundations and applications of rules and reasoning in academia, industry, engineering, business, finance, healthcare, environment, and other application areas. It provides a forum for stimulating cooperation and cross-fertilization between the many different communities focused on the research, development, and applications of rule-based systems. We are looking for high-quality papers related to theoretical advances, novel technologies, and artificial intelligence applications concerning explainable algorithmic decision-making that involve rule-based representation and reasoning.
Theme for the 2021 edition: Blended rules, decisions, rule-based machine learning, Artificial Intelligence.

Main conference track
High-quality papers related to theoretical advances, novel technologies, and artificial intelligence applications concerning explainable algorithmic decision-making that involve rule-based representation and reasoning are solicited.
We accept the following submission formats for papers:
* Long papers (up to 15 pages in LNCS style)
* Short papers (up to 8 pages in LNCS style)
Long papers should present original and significant research and/or development results. Short papers should concisely describe general results or specific applications, systems, or position statements.
The 15th famous International Rule Challenge, presenting innovative rule-based tools, demos and applications, related to the RuleML+RR 2021 topics.
Rule Challenge papers are limited to 25pages and appear in CEUR proceedings (indexed by all major bibliographic databases).
The RuleML+RR industry track welcomes original work from all areas of Rules and Reasoning based technologies specifically for solving real industry problems. We are interested in experiences from practitioners when applying rules to industries such as engineering, manufacturing, agriculture, energy, media, financials, telecommunications, healthcare, life sciences, government, smart cities, and cultural heritage. We will also encourage submissions on the following topics:
* Uses of rules and reasoning in data processing and management (including data access, interpretation, transformation, curation, integration, validation, versioning and distribution) on industry applications
* Using rules and reasoning for data processing and management approaches and tools specifically used for building, extending and maintaining industrial knowledge graphs and ontologies
* Natural language processing and conversational AI for automating communication with customers, suppliers and service providers
Incentives for industry participation in this track include: Present own results / solutions for use of rule technologies in business settings; Learn about new trends in rule technologies, and how they can be used to address business problems; Exchange experiences about business cases and use of rules.
For the industry track, we recommend the inclusion of information related to: the business case, the technological challenges, the rule-based solution, the status of the approach and the importance of the solution for business.
Industry track papers are limited to 12 pages written in English following the LNCS format
Submitted papers must not substantially overlap with papers that have been published or that are simultaneously submitted to a journal or a conference/workshop with formal proceedings. Double submission to a workshop with informal proceedings is allowed. Papers put on arXiv are also allowed as long as they are not refereed (i.e., formally reviewed by peers).

In addition to regular submissions, RuleML+RR 2021 will include the 15th International Rule Challenge and a Doctoral Consortium. RuleML+RR 2021 is co-located with DecisionCAMP 2021 and the 17th Reasoning Web Summer School (RW 2021).
* June 27: Title and abstract submission
* July 2: Submission deadline
* July 16: Notification of acceptance
* July 24: Rule Challenge submission deadline
For each of these deadlines, a cut-off point of 23:59 AOE applies.
* September 13-15: Conference
The conference proceedings will be published by Springer in the Lecture Notes in Computer Science series (LNCS). The conference can be looked up in the widely recognized CORE Rank under the acronym RuleML, used before its merger with the RR conference.
The proceedings will be published after the conference.
A selection of the best accepted papers of RuleML+RR 2021 (2-6 papers) will be invited for submission to the Journal of Theory and Practice of Logic Programming (TPLP) published by Cambridge University Press. Accepted papers will also be considered for the best paper award and best student paper awards sponsored by Springer.
