Call For Papers

Crisis Management Policies, Organisation and Capabilities

Editors: Isabelle Frech, Fraunhofer Institute for Technological Trend Analysis (Fraunhofer INT) and Todor Tagarev, Centre for Security and Defence Management, Institute of ICT

•Deadline for submission of full text papers: 10 October 2015
•Anticipated publication: December 2015

Natural disasters, industrial catastrophes, and terrorist acts may have highly negative impact on modern societies. Advanced technologies, along with novel concepts and streamlined procedures for cooperation and coordination among numerous stakeholders contribute to prevention, early warning, rapid response, mitigation of the consequences, quick recovery, and the overall organisational and community resilience.

The EU project “Driving Innovation in Crisis Management for European Resilience” (DRIVER), launched within the EU Seventh Framework programme, aims to enhance European resilience in the face of major crisis situations and to facilitate sustainable innovation. This call for papers takes stock of project-related research on providing an overview of national and EU/UN crisis management governance, i.e. legislation and policy, organisations and, ultimately, capabilities.

Understanding the need for results that are truly actionable and applicable, the I&S Editorial Board announces this call with the aim to take a snapshot of current crisis management policies, legislation, organisation, and capabilities of international organisations and nations in the EU and beyond, and discuss relevant adaptation of policies and legislation, as well as recommendations for decision makers and incident commanders. Thus this special issue of I&S might be of direct interest to stakeholders at both national and international level.

We welcome original contributions that:
•examine country-specific policy, legislation, organisation, and capabilities;
•analyse the experience in applying advanced technologies and innovative concepts to crisis management; and
•address policy and capability gaps.

Combinations of these themes could also be covered, for instance:
•Aspects of civil-military cooperation in crisis management;
•Conducting regional operations for crisis management;
•Scenarios-based planning in crisis management.

Please check with the I&S Managing Editor, infosec@procon.bg, to make sure the respective country/region is not already covered before embarking of writing the full text.

Early submissions are welcome. After acceptance, each paper is assigned a DOI and published online as open access.

Interested authors may submit their papers to the I&S Managing Editor in electronic form, following these instructions. For inquiries, proposals and submissions of book reviews, description of Web sites and related initiatives please address the I&S Managing Editor.

Important note: It is understood that submitted articles have not been published and are not currently under review for publication elsewhere. Authors must transfer copyright in writing to the publisher when an article is accepted for publication. Please check also the publisher’s copyright policy.
